While reading Israel Gelfand's "Algebra" book I noticed something curious. Namely that polynomials dont include division. For example a^-7 is not a mononomial, nor is x^y. (you can find this on page 44 of his book). I was wondering why is this the case?

Because polynomials including division are called rational functions
