Scientifically speaking, is it possible for a human female to have testicles and a penis?

Unironically, some XY born people are naturally immune to the effects of testosterone and develop as female.
They are sterile but otherwise look completely like women.

yes. a female is someone who produces eggs. by that notion a hermaphrodite can be a female, with functional ovarium and disfunctional but recognizable testicles and penis. fun fact: despite the wide array of possible dubious genital configurations it's always just one sort of gamete that is produced, egg or sperm.

There are cases of hermaphrodism, but not a single one has ever discovered where both reproductive systems are fully functional.

You could be a male, posses a vaginal conduct hiding behind a thin layer of flesh, and never figure out during your entire life.

It's never been observed so no. There are intersex people, but they never fully develop both sexual organs.

"I won't lie to you, Neo. Every he-she that has ever tried to impregnate itself, EVERY they and them who has tried---has failed. I've seen Xirs empty entire loads into their cloaca-things without success, I've seen good men punch into where I think the cervix is supposed to be. All without impregnation. Yet their spunk and their wombs are still based on a binary that is built on rules, and for that reason, they will never be as fertile, or as virile, as you can be."
"What are you trying to say? That I'll be able to impregnate myself?"
"No, Neo. I'm saying that when you're ready, you won't HAVE to."

Yes, but only if surgically attached. Not naturally, obviously, the XX chromosomes output a female with female genitalia, assuming no major malformations in the woumb.
