I used to have that problem too, but then I started listening to my mom: "keep both feet on the floor, and never turn it in before reviewing all your answers"
worked like a charm.

I'm too retarded to understand what this means

I am the same, but I have a severe anxiety disorder, and exams give me panic attacks and extreme anxiety, to the point my memory basically vanishes and I'm in fight or flight mode. My university gives me 50% more time and allows me to take tests in a different room, but it still doesn't help unless I take meds.

While with course work, essays, etc, I can take my time and I do not get as stressed, so do much better*

It's not anxiety, I look at the exam and I just don't understand how to solve the problems. Yet when I have homework I am able to solve problems. If it was a take home test I would solve it easily but when I do it in person I don't know what to do.

It means learn how to take tests better. Learn test taking strategies.

Lack of self-confidence. As you said, you know how to solve problems. So the only reason you fail is fear.

I usually filled in the empty space and handed it in without checking. This strategy never failed me, although I nearly failed one exam.

>Yet when I have homework I am able to solve problems
don't settle for homework
begin studying for the exam on week before, at least. By the end of that week, you should be able to solve the hardest problems on the book. If you can't, you didn't start studying early enough.
If you think that's hard, you have no idea what awaits you in real life once you graduate. It's cut-throat out there, anon.

Nigger no wonder you suck at tests you can't use the internet. You have access to AI and GOOGLE; anyway, I learned this from my teachers.
1. Study effectively beforehand, obviously

2. Sleep well beforehand: 8+ hours

3. Eat a good breakfast: eggs, berries, nuts, yogurt, fish, spinach to name a few because they're high in choline, fat and various vitamins. Don't knock it, it's insane the night and day between a well fed brain and one who doesn't eat or eats like shit.

4. Reduce stress: stress makes you stupid. All you have to do is show up and answer some questions. Throw away the preconceived notion you're stupid or can't do it.

5. Budget your time: answer the easier questions first, read the instructions carefully but not too carefully they lose meaning.

6. Use process of elimination. If you don't know the answer then being able to say what it isn't raises your chances of getting it right.

7. If it's a writing or reading comprehension assignment don't be afraid to say stupid shit just to get words written. Take the question and rewrite it too.
Q: What's your favorite thing to do during the summer?
A: My favorite thing to do during the summer is posting low quality shit on 4chan!

8. Underline key words in complex questions. Try to avoid reading the same thing over and over again. It ironically just makes it harder to understand, like words losing their meaning. Skip complex questions, come back to them.

9. Use the time gained from tip 6 and 7 to go over your answers.

10. A question left blank is 0 points. A question you attempt to guess at gives you at least a chance to get it right.

Honestly, I think the most important part is just internalizing the information. Ask questions if you don't understand. Get a tutor. Actually read a damn book.

the practice of keeping my feet grounded reset my emotional state and I started doing good in my tests, what can I say. Some sort of self-reminder mechanism, to avoid fidgeting, etc. It worked for me. Try it, it just might work for you as well.

Important note for studying that often gets overlooked: Learn to recognize what you know and what you don't know and prioritize the former.

If it's the day before the test and you still don't know (insert subject or type of problem here), odds are one more day of cramming probably won't make the difference. Forget about it for now and focus on getting the stuff you do know down pat. You're better off acing the parts of an exam you do know and guessing on the stuff you don't, than doing mediocre across the board.

Skills you need for the homework (assuming your a mathematics or physics major)
>creativity
>endurance
>rigor
Skills you need for tests and what you can do to improve them
>being stress-resistant (do stamina-focused sports, such as jogging)
>being quick at pattern-recognition (genetic to a good degree, but you can compensate by doing a lot of test in preparation)
>memorization skills (no-brainer, just memorize it as if you're learning vocabulary for a foreign language)

Yeah, knowing what questions to ask is a test in and of itself. The only way to know is to actually read a book for an hour before doing the homework, which I bet you OP doesn't really do.
Another tip I have is to form an opinion on the shit you're trying to learn or do. If you hate it then make it your personality. The math is a bitch, and so is sally.

You're not doing enough flashcards and spaced repetition
