Why does heart failure cause fluid retention in the legs particularly? Is it just gravity?

Other way around. Fluid retention causes congestive heart failure.

It doesn't cause fluid retention in the legs particularly, it causes fluid retention all over the body, especially in the torso. The legs are just easy to see because they're big and kinda featureless so it's easy to tell that they're congested.
