While I'm not a 'men have never been on the Moon' conspiracy theorist, the mirrors could have been placed there by unmanned probes. Also unless you are operating the equipment yourself and have inspected it completely to verify its operation, you can't say it actually is sending anything to the Moon, much less receiving it back.

The NASA of the 1960s was young, lean, smart, and had a clear and simple mission.
The NASA of today is a mature and bloated bureaucracy, filled with DIE, and tied down like Gulliver to congressional politicians, who mandated they return to the moon using only leftover shuttle parts rather than a new clean-sheet rocket. All else stems from that.
