I know it's completely energy inefficient, but assuming you had (reasonably) free access to the energy grid, what would be the ideal way to artificially illuminate a plant underground so that it grew just as well, or even better than under sunlight?

Just search for "grow lamps". This is a solved problem, you're not breaking any new ground here.

LED lights are the best we have currently with a good balance of output and spectrum

also you can use fiber optic cables to make a 'skylight' that takes light from the roof (or whever the sun is) into a windowless basement (or wherever you want the sunlight piped to) with negligible loss of intensity/spectrum
the cables would cost a fortune to do any sizeable area but then you would have free sunlight underground forever

they produce more heat and less light per watt than even an average led light now. also they have a way shittier, more narrow spectrum
i have numerous of all those lights in my house and slowly replaced all hids with leds. no led can match the sheer raw power of a 1000W hps though, i will say that
