if they have a low chance of passing on how are there so many large populations with recessive genes?

They have the exact same chance as dominant genes to be passed on. They merely have a lower chance to be expressed. Unless, of course, the recessive gene is ubiquitous in a population, in which case it behaves exactly like a dominant gene.
