DNA does not exist in a vacuum. All shitty mutations are either fatal or meaningless noises for natural selection. You can't plug a fertilized egg with DNA of an ape into an elephant to get an infant ape out. The language subtrate maybe universal but the way to interpret the language isn't. It depends on the spieces and also on the invididual. if you plant an egg that was ferterlized into the womb of another surrogate mother, the child that come out will be slightly different from the one that would come out of the original mother. in extreme case of the planaria worm, their DNA is so buggy and shitty that most of their individual characteristic and fitness actually depend on how the individual "fix" their own DNA expression instead of the DNA itself. the DNA almost become useless and natural selection works on the individual level instead of the DNA.
evolution by random mutation of DNA and RNA might have been important for living being that are simpler, such as bacteria and viruses. however, they're almost noises in more complex species. hence, evolution of species like humans and apes not only depend on the random mutation of DNA but also the experience of the invididual changing the way their body interpret the universal language that is DNA. we can observe this in individual over their lifetime. probably this even has greater effect on selection than some shitty random minute DNA mutations.

If I'm reading this right, you're saying you can't take the DNA from an elephant and put it into and ape zygote. Sorry, but you can. Other species DNA are spliced into mice all the time to test their functions.

also the fact the hybrids between similar species but swapped sex of parents exhibit different characteristics is very telling that the body of the female interpret the dna differently. lion and tiger can mate to create liger or tigon. one of them is is bigger and the other is smaller than both parents. one can possibly be fertile and the other one is not.
