This is true for penile girth, but not for length given that chimpanzee and bonobo erect penis length is comparable to that of humans (erect length 14-17 cm). Unlike humans, chimpanzee and bonobo penises are filiform (tapered into a narrow tip) with no visible glans penis. Comparative measurements show the human penis is not exceptionally long. The Hamadryas baboon, for instance, a native of the Horn of Africa, has an erect penis that is five and half inches long - slightly shorter than an average human male, but they weigh only a third of our weight. In relation to body size, the human penis isn't bigger than the penis of most of the great apes.

Because evolution is about what works, not perfection. Every species that reproduces sexually strives for it because it feels good, not because they know it's for making children. Even humans had to take a long while to realize that sex is correlated with pregnancy. It's also why when women are given reproductive rights they start outright killing their children and prioritize being able to fuck everything they want around with no consequences.
