Nevertheless, several Black-African language groups, including Yoruba, Igbo, Hausa, Akan, Ga, Swahili, Edo, Ewe, Amharic speakers, and English-speaking Africans, each had an average pass rate above the white British average (total N = 9,314), with the Hausa, Igbo, Yoruba, and Amhara having averages above 90% (N = 2,071). In 2017–2018, the percentage of pupils getting a strong pass (grade 5 or above) in the English and maths GCSE (in Key Stage 4) was 42.7% for whites (N = 396,680) and 44.3% for Black-Africans (N = 18,358).

What I'm trying to say here is that this should really not be all that surprising for at least some of these groups. Igbo in particular are the only black group which are stereotyped as intelligent in my experience. There's also probably >>16285211 going on though as is often the case with immigrants outside of mass immigration scenarios (they really are sending their best).
Hopefully all may be enlightened though, but I will take this with a grain of salt as to wider applicability.

Could be that grades are preferentially marked up for blacks vs whites, as we know goes on in the US.

My point is that they don't have to send their best, that africans don't have to do better than other races in school. Ideally, they wouldn't send anyone.
But the state of education in africa is obviously appalling and having 1 billion uneducated africans running around is bad, especially when western nations are so keen on bringing them in.
Just educating africans enough so they are able to build and maintain the complex physical and administrative infrastructures necessary to modern life (which they definitely are not capable of doing right now) is enough. No need of einsteins for that.
By the way, educating women also has the benefit of them having fewer children.
