Do you have independent research that would prove that 1. these DDT flare-ups happened and that 2. we're dealing with the same thing that occurred in the '50s? Otherwise, it seems to be quite far-fetched since your argument could allow for any possibility.

There's contingential correlation when two things correlate but cannot be logically connected. Then, there are a lot of "random" correlations where one could very well have something to do with the other.
