Bad guy can had own personality and goals but as bad guy.
Exist a lot more creative freedom on writing villans or bad guys vs good guys, then more personality or extravaganza.

Good guys often start out as underdogs or average people before gaining superpowers/magic or training their ass off, and will often retain the earlier personality as that's who they are
Bad guys are rarely underdogs or train, and often look cooler simply because they are thrown into the story most of the time instead of growing into it like good guys. Also, the bad guys often monologue, or set things in motion, or take risks, or have interesting morality. Good guys merely talk to make friends, react to things happening, stay within conventions, and have a morality that's basically "be good and follow laws"
Sometimes this doesn't occur, like with ichigo from bleach who looks bomb af and sometimes acts like a villain despite being a good guy

There are many reasons, the most important underlying reason is that in the most common story structure the bad guy is not the point of of view character which allows many privileges with it. Namely that the bad guy can focus on being cool and intimidating to contrast the hero. As a result most times you see the bad guy he can do things like hold a cool pose, do an cool action or speech etc which raises his coolness factor. More over he gets to be put int the story fully formed, he most often has all of his gear and abilities from the start or at least almost all of them (he may gather some mcguffins to increase his power as part of the plot) and thus can be portrayed as overwhelming and strong all the time instead of just at the end like the hero.
This also stems from what "coolness" even is, which is fundamentally admiration towards the superior man, a "pack leader" sort of guy who is quick and dynamic. These traits map well into the villain who is almost always proactive in the story, you see him instigating things or reacting and then counteracting to things that the the hero does nearly all the time while hero inevitably has the more passive role simply because of character building. The villain doesn't need to ponder on the situation or ask for advice (or when he does he usually snubs his advisors with his own superior intellect) because he does those things off screen, what you see is him making a snap decision mostly based on his instinct and the consequences which is cool. You can't help but to admire his power, his abilities and his looks.
There's also the mundane aspect for many stories, namely that it's much easier to make a villain that has low amount of personality but still describe him in a cool way in words or images to prop him up. For things like animation and comics it's especially important as the villain is on the screen much less so his design can be more extravagant compared due to budgetary reasons.
