The article is written by Nature magazine staff and is just reprinted in Scientific American. Which at this point isn't surprising, as Nature did the whole presidential candidate backing thing already during the last election, and Trump is running again.
The subtitle (which is the same as the tweet text in OP) is outright ridiculous and it's hard to fathom why they ran with it. It just highlights that Harris herself has very limited science background and comes off as heavy-handed. The article itself at least mentions whatever hats she wore in various administrations some of which were science-related. Most of those aren't really relevant to research, but at least it's not trying to argue her capacities based on what her mom did.

Here's where I got this clue years ago.
There was something about going backwards and different actions of time which I know but cannot see that I know and haven't been used to that rhythm.
