There are too many moving parts in an industrial economy to be centrally managed. Everything flows a lot smoother if the government steps out of the way and allows every minute part of the economy to negotiate it's own value. You can include positive or negative incentives here and there to make sure your country's industry goes where you want, but anything more forceful than that will run out of steam on the order of years and then fail utterly.
If you're interested in why this is true and want examples, I highly recommend the book "Seeing like a State: How Certain Schemes to Improve the Human Condition Have Failed"

because socialism/communism first caters to priorities, then caters to leasure. Whereas capitalism, specifically focuses on creating addictions (legal) to their services and products, through many different types of marketing techniques, and that shit it's like a junkie hitting the pipe all the time.
