From the data I have seen the opposite seems to be the case. It would only logically make sense as well. You are actually losing tissue so without a mechanism for stimulating sufficient growth to not only make up the difference, but exceed it, you are going to not see any size increases. Be happy that you don't have a foreskin to get phimosis at least, which probably makes your dick smaller also. Not that phimosis affects everyone by any means.
