That still seems too low for eye color. I'm calling bullshit: there must be measurement bias or reporting errors because these estimates seem too low to make sense. There must be some kind of downward bias at play here because there's no way that random/environmental effects would be this large.

I personally think human sexuality has a "malleable" period, probably near the beginning of puberty, where the various things and people children are exposed too during that time heavily influences their future sexual preferences; not just gay or straight, but what kind of partners people prefer, or if they develop a strong fetishes, and so on. More children during that time period being exposed to homosexual behavior (be it just seeing homos in public, or outright molestation) causes a greater number of the more malleable ones to become gay themselves.
