There is no single 4th dimension, but many different possibilities of 4th dimensional spaces
And if I want the answer to be a bit more vague I could say it depends what field you're using to count dimensions :)
But let's just assume we're talking about 4th dimensional spaces with real numbers being the base field
If we correlate that to our physical reality we could talk about a 4th dimension for time, after all, what differentiates it from other dimensions of space?
It is useful to think about it whatever some fools above may say, or rather it is useful to think in higher dimensions to understand tools such as linear algebra which can have great use in computer science for instance, and which is all based on computations on objects of multidimensionals spaces

If we were 4D beings, we would be able to look at a 3D space full of 3D objects and perceive all of it at once, simultaneously, rather than one object being able sit in front of and cover and block the view of another object.

4th is time.
Dimensions are where you can measure values and contrasts. Take something, anything, it must have a length, depth, height and a time. All other measures derive from those basic blocks, like temperature, weight, decay, velocity, etc.
The reason a lot of interesting depictions of the tesseract are animated is that you are projecting the imaginary forth spatial dimension into the axis of time. You have to imagine that this animation is actually still, that the object is still and all of its borders are the same length, including what we see as the "inner cube", "outer cube" and the "diagonals". They are not really inside or outside of each other, and the diagonals are actually 90 degrees. That is, in this imaginary 4D space. In our 3D world, the best we can get is that animated caricature of it.
