Orbital (and larger) rockets exist only because military wanted ICBMs.
Starlink is Internet (another military project) that can't be easily disturbed by destroying ground infrastructure.
Starship is more efficient LEO delivery system as Starlink satellites need to be regularly replaced and there's a lot of them.

The rest is nothing but PR bullshit to attract international investors (so US can save some money while developing the above),
