After 7 years of continuous legal (I'm not even sure if this part is a requirement) residency in the United States, one can apply for citizenship. Specialized skills increase the odds of the application being accepted considerably. I imagine it is similar for other countries.

Yep, the PhD has basically turned into a visa program for foreigners. Universities encourage it because they get cheap grad student labor for the 4-7 years it takes to get a PhD.
