The method itself isn't the hard part. You can enrich uranium at home, there was this one chemist youtuber that did it, easy.

The hard part is getting the hardware to do it on a mass scale necessary for the development of nuclear weapons and the hardware for the actual development. Forget your millions, we're talking hundreds of millions. Not to mention the cost of keeping them operational. For reference, the cost is so high, it was one of the major factors behind Ukraine's decision to give up their nukes inherited from soviets.

Yes, I actually believe you can do it on mass scale now. The technology has come this far. Ukraine gave them up because the corrupt leaders didn't have a functional brain to realize they could just recycle isotopes from Russian warheads they could not launch. Hundreds of millions? There are laser-enrichment technologies out there which could hypothetically make a "Fat Man" type device from a truck load or two of Uranium ore. It's a few years worth of R&D for a small competent team. But you're not going to afford the power bill without a 9-figure budget.
