Yes it can, see the papers on the Venezuelan 2004 referendum using Benford's that show this. That's probably where this type of electronic fraud started. Smartmatic was born out of and financed by Chavismo, it wouldn't exist otherwise. Must have used random number generators to inflate the numbers on that one, that may be why the numbers don't follow Benford's in that particular case. Who knows what other methods they may have used for the 2020 US elections
