People love to drone on and on about "Government incompetence" and that they could never keep secrets but that's only because the overwhelming majority of people are completely ignorant to history.
The Government also loves the idea that people see them as incapable of keeping secrets and as incompetent. For every single thing that gets "leaked" there are a dozen or more other black projects that people will never know about.

A good example of their ability to keep shit a secret is the A-12.
The A-12 wasn't publicly revealed in until the mid-90's, which means it was operational for more than 30 years after the project began before the public ever learned a damn thing about it.
If people think they haven't gotten exponentially better at keeping secrets due to vast amounts of surveillance technology that allow them to monitor those who are part of such sensitive information, then they're delusional.

As I said, the Government and DoD want nothing more than for people to think they're incompetent and that the public knows everything. They couldn't ask for a better scenario.
