What would happen, if we just pump something with mass in circles orientated like this in 0g?

Maybe their insides could have ion thurster that spins things on some advancedly shaped structure inside, that makes flow of propellant easier in one way than another, so it'll have net thurst to some side.

the liquid spun by your pumps would not induce a force normal to the direction of spin onto the loop, you would only spin the loop. You would get increased pressure on the walls of the loop in that direction (right hand rule) though. I've assumed constant speed, I don't know how this would work out if one said the liquid was accelerating, the loop was accelerating, ignore air and friction.
