My roommate doesn't wash their hands at all, even after wiping which freaked me out and made me start washing my hands after touching every doorknob and surface that I know they do. The problem is that my hands have become really dry and hurt when I wash them too often and can't do anything about their behavior. How many times are you supposed to clean your hands and for how long to remain safe from such "humans"?

you don't need to wash your hands at all as soap is a modern invention. simply rinsing your hands with water has been proven to be sufficient in most cases. you can also just reserve your non-dominant hand for all unhygienic tasks to keep your dominant hand clean.

My plan is to only use soap after toilet, especially when having to wipe and before eating while rinsing with water for any other occasion but want to be sure of it.

OP to deal with your roommate you can tell him right after he uses the bathroom, you can distance yourself from him, you can even not share your stuff with him. Like it's honestly really fucking nasty and its how diseases spread. But IDK your relationship to him so act on your own will.

This. Also using soap or hand sanitizer too many times actually gets rid of some of the good bacteria from your body hence why your hands are becoming dry.

If you've ever done any microscopy with single-celled organisms without using a cover slip on the slide, and observed them simply WOOOSHHH around at the tiniest of currents, you feel a lot more okay that only rinsing with water is generally fine. Soap is really "for" when your hands are covered in grease / oil.
Bacteria often need to form a biofilm as part of a colony to properly stick to surfaces.

You should always wash your hands after fingering your own asshole, and especially so after fingering someone else's. But using running water and soap is not necessary. Just licking them clean is quite sufficient.
