An EMP device will only be powerful if it produces large amounts of high energy photons which in turn ionize matter. The free electrons induce current in other devices when they spiral along magnetic field lines. This can be done with a micronuclear blast that could be as small as 10 tons TNT equivalent.

Yes but sometimes "photons" (kek) travel as a simple field, like in the case of a magnetic or static attraction. Sometimes they travel as a wave and have a wavelength, period, polarization, etc, which they never have while traveling as non self propagating fields aka waves. The question is are all EMPs waves or are there some that are only fields.

The photons are not the EMP itself. They are a means to creating charged particles that move at relativistic speeds which will produce varying electric and magnetic fields.

There is the hardware of the frying device. Then there is the hardware of the targeted device. The frying device will generate an electric field, magnetic field, or both. The target device's circuits will surge due to energy from an electric field, magnetic field, or both.
The question is, does electro magnetic energy move from the fryer to the target by of a self propagating electro magnetic wave. Or does it move by way of only electric or magnetic fields.
