How does Owls night vision compare to modern light amplification devices that can be used by humans(on the person)?

The difference is electronic night vision easily detects into the infrared
Owls are a lot like us in that their low end vision drops off around 700nm

they have a reflective layer to get more electrons to an excited state. a basic electronic sensor is already very good at the photoelectric effect so it's not a problem to induce electric signals at even lower photon energies.
