Have you ever applied to a college in the US? Both in undergraduate and graduate applications, they always explicitly ask you to write a short, mandatory essay about how "you will contribute to the diverse and inclusive environment of *college name*". There are dedicated scholarships for whamen and browns, but questioning them on the basis of discrimination or asking for the analogous scholarships for men/whites/Asians will make you a pariah. I assume grant applications work the same way, because it's deeply ingrained in the whole system today.

Now, every paragraph in my research proposal has to mention how I think about and deal with DEI issues otherwise it risks not getting funded.

Oh, and don't think they don't know or don't award research grants based on sex and race.
They will know your sex and race based on your style of language, what award or previous research grant you have received and mention in your proposal. at the level where you start to write your own research proposal, 90-95% of the DEI demographics will have some kind of award related to their sex and race to put in there to signal they're the target demographics to prioritize.
