Wrong. The soviets were the first to put living beings in a lunar orbit and return them to Earch alive with Zond 5 in September 1968 which was before the Apollo 8 mission in December 1968. They repeated the experiment in November with Zond 6.

There are 3 types of radiation: alpha, beta and gamma. Alpha particles are stopped by a few centimetres of air, or by the skin. Beta particles are stopped by a meter of air or a few milimeters of aliminum (the thickness of the Apollo command module walls is effectively 7mm aluminium). Most of the Van Allen radiation is beta particles in its strongest part and would take 3-4 days with shielding to kill an astronaut. But it took Apollo mission 3-4 hours to pass through the much weaker radiation areas of the Van Allen belts. Also, due to the South Atlantic Anomaly of Earth's magnetic field, the lower bound of the inner belt hits low earth orbit and ISS passes regularly there. Lunar Orbiter 1, launched in August 1966 was designed to specifically measure radiation on the trajectory Apollo mission would take with the necessary shielding, and it showed that the astronauts would receive radiation way below the limits of nuclear workers.
