The barrier to interstellar travel is chemical rockets themselves, aka The Tyranny of the Rocket Equation. You can't make interstellar happen via chemical rockets. You need space infrastructure to lift insane amounts of mass into orbit. Space X admits it would take thousands of StarShip launches to get a bare bones colony of like 100 people on Mars. That's never gonna happen.

Spacex is making another generational leap with starship before 2015 technology is reproduced by competitors. Also if you're not developing a reusable rocket and just flying old ones, you're decades behind schedule.

There is no budget and no public financials. Elon has his own money. But next time I find an orphaned baby bird and I need someone to throw up in its mouth I know just the guy.

The DoD has public contracts for this.

The 2nd SLS tower (that doesn't catch a rocket) will cost 3 billion dollars. That's about half the cost of Starship development so far, for a normal tower the likes of which we were building over a century ago.
The SLS engines each cost more to refurbish than the entire Starship stack costs to build from scratch. Those are engines that already flew on the shuttle, and there are four per rocket.
Development is mostly funded by SpaceX, which is different from normal companies who just pay back shareholders. Maybe because they do it quietly you don't notice the waste, but you should really refocus your priorities.

The moon is easy, and he will gloat how easy it was because it was done in 1969. Mars has unsolved challenges and isn't a sure thing, but starship is a pretty safe bet for a fantastic LEO and moon vehicle. Spacex is generations ahead of everyone else and they lift more mass into space than all other launch providers on earth combined. A whole ago they passed over 50% of all satellites and own the majority of them. Spacex is space. Look into the issues, not thunderfoot videos. He has a brand to keep. His channel would be boring without a villain.
