Probably a good choice. Refurbishing fairings exposed to sea water probably is far easier than refurbishing a bunch of rocket engines and everything that goes along with them. Fairings aren't exactly free but they're a low cost item compared to everything else.

SpaceX is part of Musk's assets which his creditors can place liens on. It's basic antitrust action and the US government has no problem taking it all the way to the Supreme Court to get paid, and the Supreme Court will always pay itself.
