If you were to create an interconnected complex of 100 billion Chinese Rooms, with each room performing the function of one neuron in the human brain such that it perfectly replicates both the activity and output of the brain it's modeling, would it result in a conscious mind that can experience qualia?

A conscious being would emerge, yes, but we wouldn't be able to perceive it (much in the same way individual brain cells don't "perceive" our conscious selves).

To elaborate, consciousness is n+1 dimensional relative to the establishing substrate, with 3 being the minimal value of the descriptive function. Consciousness must be at least experienced in time, hence 3-dimensional non-beings cannot perceive it, etc.

Further, while n-dimensional conscious beings can SELF-perceive, they cannot quantify and comprehend their own consciousness. So we are physically aware of ourselves but don't know ourselves. To have comprehension of an n-dimensional conscious entity requires the experiential knowledge (qualia) of being consciously embodied in n+1-dimensional space. God is at least 5-dimensional, maybe more, but don't know theology. But faith is difficult for us 4-D conscious beings because unlike higher beings, we don't have the affordance of understanding a lower-level plane of consciousness below us (remember 3 is the limit for establishment, 4 for perception).
