women have no need for the ability to conceive before they are done growing, which in girls happens around this time
if they do become pregnant before they are done growing, the result will be the stunting and possible death of mother and child
later menarche is an evolutionary advantage, especially in conditions where mate selection and monogamy was more common (such as Europe, hence also why colored hair and eyes evolved)
this is also why you see earlier menarche in African Americans (it is not caused by absent fathers)
any current delay of menarche vs. growth termination is the direct result of endocrine disrupting chemicals, excess weight and minimal stress - natural menarche should happen with the termination of vertical growth and other sexual characteristics should develop appropriately according to this timing, while the woman is putting on weight in preparation for the first pregnancy
be aware that minimal growth remains until about ~20 years of age and that men and women continue to put on weight into their 20s

similar trends can be observed in boys
