What is the most relevant factor to penis size? Yes I know it's genes but which genes in particular? I've heard that while the father contributes the Y chromosome, the mother actually has alot more control over what the penis ultimately looks like. So does the mother's genes play more of a role for this or is it pretty much just the father's?

Combination of genetics, nutrition, endocrine health and how hard your puberty hits.
These things add up
A lack of proper nutrition in the womb might cause an under development of testes which might cause puberty to not hit as hard resulting in less penis growth

South America isn't ethnically homogenous. If you believe the theory that race correlates with penis size, Ecuador data makes sense given that they are mostly mulattoes and zambos.
The Northern Andes (Ecuador, Colombia and Venezuela) have quite a lot of black admixture. Whereas the Southern Andes (Peru, Bolivia) are mostly mestizos and natives with very little black ancestry. Whites are concentrated in cities and along the Southern Atlantic Coast (Central Argentina, Uruguay and Southern Tip of Brazil).
Brazil itself is a mixed bag, with a black-majority north and center and a white majority south. But it has a little bit of everything including one of the largest Japanese diasporas in the world.
Looked at with racial eyes, the map for South America kinda makes sense and follows the same hierarchy as seen elsewhere, with Blacks > Whites > Asians in terms of penis size.
Then again, maybe the map is simply fake. Rushton and Lynn are notorious racists whose work has been debunked and questioned multiple times. There was a type of BBC fetish on the right, as well, to make blacks seem more animalistic.
