In all seriousness you can drain the radiation belts and a civilization like the one in those books would likely have done so. It's way easier than you would expect, basically just beaming radio waves up there. The only reason we haven't already done it on Earth is because we don't know if it's important or not so the lower risk option is hardened electronics in space.
