Because it disagrees with observation, and constantly needs to tune and add fudge-factors to account for ever more discrepancies. I think there needs to be an even bigger reformulation of gravity to completely replace dark matter, which is still needed even with MOND. To that end, I think even if there's a more accurate theory of gravity, some amount dark matter will still be implicated.
