when tabulating results, which are counted by humans, presumably there must be an error rate associated with these counts. yet, exact counts are reported to within a single vote. this doesn't sound possible.

I think they run them through machines, so this is more like mechanical counting (think of currency counters banks use). the only errors would come from ballots that aren't marked correctly.

i would assume there's still some error though. like you put in N, but only get counted n < N.
