If we could somehow transcribe every data point to be obtained of a mental process from the brain, how could we then interpretate the info to say, recreate the persons internal monologue or visual sensory experience?

Most of our knowledge from cerebral activity comes from ECG. As an anesthesiologist I think it's impossible to translate waveforms into organized thought, mainly because of the limitations of using electric activity as baseline to develop a language.
