But in all seriousness why would you do any rounding. If the law says that it has to be 4% then you need 4% to get in, not 3.959

Rounding is not allowed.
4% or more means exactly that, if there are 100,000 votes in total they need at least 4% of them, i.e. 4,000 or more. 3,999 is not enough.

According to my college
100 = 4.0 and 93 = 4.0 but 92= 3.9
