sure. What's happening is that the elastic force of the balloon, plus the pressure of the air surrounding the balloon, is not sufficient to accelerate and push the air out the straw before the air diffuses out of the straw on its own. The air molecules in the balloon are colliding with each other constantly, and if suddenly there is an escape route, they diffuse that way before the balloon wall can effectively push them together daisy-chain and out of the end of the straw.
You'd need a different mechanism, one that would compress the air molecules faster than they can escape, and thus push them out, instead of watching them escape.
This is why spaceships cannot just use compressed air in space, the instantaneous pressure required to propel a massive spaceship is so high, that the only way to obtain the required velocity of gas molecules is to create explosions. That's why they use hypergolics, two substances that spontaneously ignite when in contact. They inject two puffs, one of each of them, into a combustion chamber with an exhaust cowling at the end, and when the molecules in the two puffs contact each other, there is an explosion, the energy released is so high, and the temperature (vibration) of the resulting molecules so high, that when they randomly contact each other they push each other away, colliding with other molecules, and so forth, effectively pushing themselves out the only escape route, the cowling of the engine, in on direction, and pushing against the combustion chamber walls the other way, and the combustion chamber pushes against the attachment structure, which is par of the spaceship, and the spaceship moves forward.
