I wouldn't.
Fuck-beasts would print money and payroll the further development of genetic engineering advancements. I'd expect it to be a situation like the VCR: weird sex freaks investing in weird sex livestock that payroll more publicly useful, and friendly, advancements in technology.
There's only five things people realistically want out of genetic engineering: Longevity, Food, Curatives, Beauty, and Sex.

Yes.
Look at it this way: With your path, as technology is innovated, more ways for one man to cause much destruction will be found. You strategy demands we use regulations to prevent one man causing strife. Regulations necessarily reduce freedom, both by preventing a technology's use, and preventing the acquisition of it, or even the tools to acquire it (e.g. 3d printers and 3d printed guns).
Therefore as technology develops, under your "solution" freedom will approach zero.
