My younger sister and I were both diagnosed with Asperger syndrome in our youth but now we are considered to have high functioning autism or "level one autism". Both of us have IQs in the 130s so it's not just in the direction of retardation that the criteria has been expanded.

Rebranding of mental retardation as autism has a lot to do with parents trying to game the school system (and protecting their kids in the process). Autism is usually seen as something that a child can "level up from" whereas mental retardation is a stand-alone "never gets better" diagnosis.
Professional clinicians and school administrators on the other hand came to understand that the suspiciously vague diagnostic criteria of autism renders it potentially useful for their own financial and career-wise interests. Most mentally retarded patients will exhibit a lot of "autistic" behavior since diminished cognitive capability renders them automatically less capable of socio-emotional tasks and consequently ties them to a more repetitive limited set of activities that they can engage in.
There is also a whole other financial enterpreneurial dimension to autism which is about selling autism interventions, autism schooling, autism cures, autism accommodations, autism identity crap etc.

There's a lot of demonstrable infantile brain damage/brain injury cases that are now getting labelled as "autistic"
