Yes, it would be dark, as light would not be moving. You would get glimmers of lights as you moved your eyes through stationary light.
You'd freeze to death and explode before that, though. The molecules around you would not be vibrating, so they'd be effectively at absolute zero. All the heat in your body would rush out as fast as possible.
And the atoms around you (again, not moving) would impart no pressure, meaning your fluids would boil.

You could come up with any arbitrary set of constraints that would allow you to move while everything else is paused, and it would be exactly as plausible and realistic as "all particles except mine stop moving." So to answer your question, it depends what fictional universe you're in: comic books, sci-fi, JAV, or reddit/xkcd.
