Does reading make you smarter?
Or all it does is improve your language skills?

That's just heuristics or lazy way of saying reading exposes you to different ideas and if you read them in depth, you get depth of how ideas are formed. Ultimately, reading deep teqches you how to think deep on wide range of topics. Imo and on my experience, the ability to read deep, the ability to break down ideas to it's constituent parts, to its foundational structure and to be able to rebuild it from grounds up, with different mix of foundations, in different ways, is what reading pushes you towards. Of course not everyone will get this. Most will just be able to read deep enough for everyday people and everyday conversations, but there's a path where you can learn to become really smart by exposing yourself to depth of ideas. So yes, that "reading makes you smarter" is okay but it's a lazy and doesn't necessarily lead to such.
