depends on if weak sperm are caused by genetic failure or environmental poisons.

From what I know like 40% of couples have some kind issue when trying to have kids and around 10% of all couples wont be able to have kids at all due to fertility issues. I think most of these cases are caused by humans like too much plastic, hormones in water etc so I don't think it will have that big of an effect on dysgenic populations
