Surely weakly self-replicating chemical patterns have happened continuously but the first robust biology gets to dominate and snuff out all the alternatives.
In other words, there can only be one on the planet.
A better argument examines the fact that bacteria were the most complex life for 2 billion years. Getting past major leaps in cell structure might never happen for a given type of biology.
