both tex and LaTeX are turing complete, so technically yes, they are programming languages
but only the biggest of contrarian faggatrons would even consider using them for general purpose computing

Effectively yes, but it's more conventional to call it a markup language or typesetting system.
You could call it a programming language and not be technically wrong, like calling a hot dog in a bun a sandwich, but being this way is just an exercise in autism and/or trolling.
