other than clickbait, what purpose do these retarded headlines serve exactly? Are they really that lucrative to spend all the time / energy on creating / publishing them?

Pretty much. Ad revenue is shockingly profitable. It doesn't take much time to shit out a completely un-researched article, and it's gotten even quicker with AI. Even if most of the people are clicking out of incredulous disbelief, it's still a click.

What specific resources are needed to get in on this $$ making scheme? There's a near infinite amount of 'hook' ideas I could come up with to get morons thinking "oooooooo. Wow! looky here, I NEED to know moar about THIS!!"

A web page that looks like a science news outlet that's believable enough to fool retards, preferably running on a home server so there's pretty much no overhead. Populate it with a bunch of AI genned articles that have half a basis in reality and absolutely load the site full of ad space. Then buy some ads on other sites to get some traffic to your page and presto, you're printing money.

You would probably have to 1099 it, but why would you?

"death and taxes".
Even if the risk of "no 1099 filed" being found out is only 5%, why risk it? The IRS can really screw up lives if they don't get their share.
