It's just negotiation. If a school wants you badly enough they'll pay more. If a school wants you REALLY badly they'll hire a spouse.

It's a necessary evil, lots of universities are in small towns and rural areas with few employment opportunities and a professor's spouse is likely to be an educated professional as well, so they wouldn't want to give up their careers to move.
