does ฯ€ exist a priori of the things we see in nature and dictates things like circular motions, or is ฯ€ roughly constructed from discrete natural values that are built with a machine, and so can only be approximated and never existed to begin with?

[math]\pi[/math] is a fundamental constant. It's the ratio of a circle's circumference to its diameter, in the purest mathematical definition of a circle, and the notions of circumference and diameter. The numerical value we know, 3.14..., is a product of the fact we chose a base 10 number system to count in, but the ratio itself is not dependent on that.
