I am actually for complete block on all chemistry-related knowledge from libraries/schools/internet if you are not a government worker or working for a private company affiliated with government. Same goes for advanced mathematics, physics and biology. Plebians can't be trusted with that because they might use that knowledge to harm the government or even worse, help enemy governments. They should only be taught to, I dunno, plow fields or something. Only government is worthy and can be trusted with such dangerous knowledge.
